RCDC I & II Status Warning
Do not treat Reeves County Detention Center I and II as a verified active BOP prison. GEO reported that the Bureau of Prisons discontinued the I/II contract effective May 10, 2021. BOP later said all privately managed prison contracts ended by November 30, 2022. A Reeves County directory continues to list an address and telephone number, but a directory entry does not establish a live population, present operator, or current federal authority.
Old pages often rank well because the complex was once large and nationally significant. That history does not make an old facility roster current. Begin with the person's legal custody path and date range. For a former sentenced federal prisoner, use BOP Locator and the federal docket. For a current pretrial matter, use the Western District of Texas docket and U.S. Marshals channels. For immigration custody, use ICE ODLS.
RCDC I & II Federal History
The DOJ Office of Inspector General documented a 2007 BOP contract for RCDC I and II. It allowed up to 2,407 low-security, non-U.S.-citizen adult men, with Reeves County subcontracting operations. Those facts describe the former contract population. They must not be restated as current capacity or current custody.
This history also does not mean the complex was an ICE detention center. BOP sentenced custody and ICE civil immigration custody are distinct. Nationality language in the old contract cannot be used to route a current immigration inquiry to a former BOP site.

Search Former RCDC I & II Prisoners
The BOP Inmate Locator is the best public person-level route for federal prison records from 1982 forward. Search by BOP, FBI, DCDC, or INS number when available. A name search can also use age, race, and sex filters to reduce namesake errors.
- Enter the federal register or agency number if known.
- Otherwise search the exact name and compare identifiers.
- Read the release date and location or status together.
- Save the result date and register number.
- Match the person to the federal judgment or docket.
A past release date with Released or no facility means BOP custody ended on that date. It does not prove that federal supervised release ended, that ICE or a state did not assume custody, or that the person returned to Reeves County.
Read RCDC Federal Results
BOP result labels have precise limits. A future date is projected and can change after sentence recalculation. UNKNOWN means the term is undetermined. IN TRANSIT can include U.S. Marshals movement or a court release that has not yet reached the locator. A Community Corrections Management placement, including a halfway-house setting, remains BOP placement.

For sufficiently old pre-1982 federal prison records, follow BOP's directions to the National Archives. Supply a name, birth date or approximate age, race, and approximate incarceration dates.
RCDC I & II Federal Docket
The Western District of Texas Pecos Division serves Reeves and nearby counties. Its clerk's office is at 410 S. Cedar St., Pecos, TX 79772, telephone 432-445-4228, with published hours from 8 a.m. to 5 p.m. Central. Search PACER for release or bond orders, the judgment, commitment, and supervised-release terms.
A docket explains legal authority. BOP or the actual custodian records the physical custody endpoint. Use the two together. The federal judgment may show a sentence and supervision term, while BOP Locator shows the end of BOP confinement.
PACER requires registration and publishes per-page charges and fee rules. Check the current terms before ordering. A court-specific search may update sooner than the national index, which can matter near a recent order.
USMS and RCDC Releases
The U.S. Marshals Service holds federal defendants from court-ordered custody through acquittal or conviction and delivery to BOP. Many federal detainees are housed in state, local, or private buildings. The building name alone therefore does not identify the record system.
USMS has no public person locator like BOP. Its prisoner tracking data include identity, court, housing, and disposition information but are restricted. A focused FOIA request can use the USMS Public Access Link or OGC FOIA Unit, subject to exemptions.
USMS says it does not publicly release prisoner histories, photographs, or arrival and departure times. Do not request a made-to-order release explanation or promise a federal booking image. Search the docket first, then ask for a defined existing record.
ICE Detainers After RCDC Custody
An ICE detainer can make one agency's release the start of immigration custody. ICE describes a detainer as a request for notice before ordinary release and up to 48 additional hours for transfer. A BOP release result does not rule out ICE custody.
Use ODLS by A-number and country of birth, or exact name, country of birth, and optional birth date. It covers current detention and people released from ICE custody within roughly 60 days. Children under 18 are excluded, and other records may be absent. A negative result after the window is not historical proof.
Call the ICE Detention Reporting and Information Line at 1-888-351-4024, weekdays except holidays from 8 a.m. to 8 p.m. Eastern, when the result is absent or unclear. Do not call the legacy RCDC number as if it were a current ICE locator.
RCDC I & II Legacy Listings
The county directory continues to list 98 W. County Road 204, Pecos, and 432-447-2926. Keep the date and warning beside those details. They may help identify a historic site or old paper, but do not establish present custody operations.

A current inquiry must name a legal custodian. County release records belong with Reeves County Jail only when that jail held the person. Federal sentenced records belong with BOP. Federal pretrial records route through the docket and USMS. Immigration records route through ICE.
Why Old RCDC Pages Mislead
The RCDC complex created a large online trail during years of federal contract use. Those pages can outrank newer official sources. GEO's contract update fixed the I/II end date in 2021, and BOP's later announcement confirms the broader private-prison contract shift.

This is the key local distinction. Pecos names a city, a federal court division, an ICE office, and legacy detention sites. Search the person and custodian, not just the place name.
Get RCDC I & II Records
Start with BOP Locator and PACER. If those sources do not supply the needed existing record, use BOP or USMS FOIA as appropriate. Give the full name, register number, date range, former facility name, and a precise record description.
Ask for an existing release or transfer record, not an explanation. Privacy and law-enforcement exemptions apply. The agency need not create a new list or answer questions. For a former federal prisoner, request the release date and status in the context of the federal register number.
